Shelly is a character in the Jabberjaw series.
She appeared in the Robot Chicken skit JJ's Summer Vacation, in this skit, her and Biff suggest that Jabberjaw takes a vacation. Later she appeared at the end she becomes worried that Jabberjaw hasn't been back in a while, and suggest that they should go and look for him, Biff refused and it was shown that they got a new drummer for the Neptunes.
